On June 13-14, 2018, the China Institute for International Strategic Studies (CIISS), the Vivekananda International Foundation (VIF) and the EastWest Institute (EWI) co-hosted the second Joint China-India-U.S. Trilateral on Cyberspace Cooperation in Beijing. The two-day, Track 2 dialogue brought together a diverse set of cyber experts, former government officials and business leaders to discuss pressing cyberspace issues of common interest.

Major topics included cyber sovereignty, the cooperation of computer emergency response teams, data protection and privacy, technology nationalism, and strategic stability and norms of behavior in cyberspace. Recommendations included exploring alternative approaches to protecting personal data, reviewing existing cyber cooperation agreements for common threads, building on already existing trust circles to improve incident response, and advancing commonly accepted norms of behavior in cyberspace.

The participants agreed on the continuing value of this trilateral mechanism to build trust and make progress on key issues of mutual significance.
