He received a bachelor’s degree in international studies from the University of Wisconsin-Madison, with a focus in global security, and a master’s degree in international relations from New York University, with a focus on European and Mediterranean political history.

In addition to being a native Spanish speaker, Noel also speaks French and is learning Japanese.
